</style><p class="first"><b>LUNGSOD NG NAGA (PIA) – Tampok ang Trabaho, Negosyo at kabuhayan (TNK) na mapapakinabangan ng mga mamamayang Bicolano ang ihahandog ng tanggapan ng Department of Labor and Employment (DOLE) sa rehiyong Bicol kaugnay ng pagdiriwang ng Labor Day sa Mayo 1.</b><br />

Ayon kay Raymond P. Escalante, tagapagsalita ng DOLE Bicol, ang programang tampok sa Araw ng mga Manggagawa ay malaking tulong para sa mga mamamayan na naghahanap ng trabaho at gayun din sa mga nangangailangan ng tulong ng naturang ahensiya.<br />

Sa darating na Mayo 2-3, 2017 gaganapin ang Job at Business Fairs sa SM City Naga na may temang “Matatag na Kabuhayan at Trabaho Tungo Sa Progresibong Pagbabago.”<br />

Halos 30 local firms, 10 overseas at 7 government agencies ang kalahok sa job fairs na ito at inaasahan na sobra sa 2,000 bakanteng trabaho ang iaalok sa mga gustong makinabang sa programang Trabaho, Negosyo at Kabuhayan.<br />

</style><p class="first"><b>DAET CAMARINES NORTE (PIA) – Hinikayat ng Persons Disability Affairs Office (PDAO) ng pamahalaang panlalawigan ng Camarines ang mga lokal na pamahalaan dito na magtayo ng tanggapan ng mga may kapansanan.</b><br />
<br />
Ayon kay Rex Bernardo, provincial disability affairs officer, ito ay batay sa Republic Act 10070 na dapat magtayo ng PDAO sa first and third class municipalities at sa fourth and sixth class municipalities naman ay maglalagay ng focal person.<br />
<br />
Aniya, kailangan lang na magkaroon ito ng budget at ordinansa o resolusyon sa paglalagay ng PDAO sa bawat bayan.<br />
<br />
Ayon pa kay Bernardo, limang bayan na sa Camarines Norte ang mayroong tanggapan ng mga may kapansanan na kinabibilangan ng Daet, San Lorenzo Ruiz, Paracale, Basud at Labo at nakatakda na rin magkaroon nito ang ibang mga lokaal na pamahalaan ngayong taon.<br />
<br />
Dagdag pa niya, umaabot na sa 6,200 na bilang ng mga PWDs sa Camarines Norte ang nasa kanilang datus kung saan batay sa National Household Census ay 34,000 ang mayroong kapansanan sa lalawigan.<br />
<br />
Kaya’t hinihikayat ang mga lokal na pamahalaan na magtayo ng tanggapan ng Municipal Disability Affairs Office (MDAO) upang mabigyan ng prayoridad ang mga PWDs ayon pa kay Bernardo.<br />
<br />
Sinabi pa niya na kasama rin ito sa Seal of Good Housekeeping ng Department of the Interior and Local Government (DILG) na idinagdag ngayong taon sa pagkakaroon ng PDAO sa bawat bayan.<br />
<br />
Ayon pa rin kay Bernardo nakatakda na rin magkaroon ng wheelchair lift o elevator sa kapitolyo probinsiya ngayong taon para sa mga may kapansanan upang makarating ang mga PWDs sa ikalawang palapag na gusali para sa kanilang mga kailangan sa mga tanggapan ng pamahalaang panlalawigan.<br />
<br />
Ang mga Persons with Disabilites (PWDs) na nangangailangan ng assistive devices o wheelchairs ay magsadya sa kanilang tanggapan sa kapitolyo probinsiya upang mabigyan ng naturang kagamitan.<br />
<br />
Kailangan lang na magdala ng liham mula sa tanggapan ng gobernador, larawan ng may kapansanan at medical certificate bilang pagpapatunay na siya ay mayroong kapansanan ayon pa kay Bernardo.<br />
<br />
Samantala, kamakailan ay isinagawa sa Social Hall ng Camarines Norte State College (CNSC) ang unang Disability Inclusive Disaster Risk Reduction Management (DRRM) Training para sa mga PWDs mula sa ibat-ibang bayan kung saan ibinahagi nila ang mga opinyon tungkol sa Local DRR Plan sa usaping may kapansanan.<br />
<br />
Isinagawa rin ang pagsasanay sa mga kababaihang PWDs tungkol sa pagsisimula ng negosyo sa pamamagitan ng Seminar On Start Your Own Business sa Pratesi Café sa bayan ng Daet.<br />
<br />
Binigyan rin ng pagkakataon ang mga may kapansanan na ipakita ang kanilang mga talento sa PWDs Got Talent sa selebrasyon ng anibersaryo ng pagkakatatag ng lalawigan at Bantayog Festival na bawat taon ng isinasagawa ng pamahalaang panlalawigan.<br />
<br />
Maliban pa dito ay isasagawa sa Mayo 11 ang pagsasanay para sa mga bagong PDAO tungkol sa kahalagaan at tungkulin ng tanggapan upang matutunan ang mga pagpaplano at pagbabadget ng pondo para sa mga programa.<br />
<br />

</style><p class="first"><b>LEGAZPI CITY (PIA) – In order to educate and raise public awareness on the relevance of the Association of South East Asian Nations (ASEAN), the Philippine Information Agency (PIA) Bicol regional office held an ASEAN Regional Multi-Sectoral Forum today at Hotel St. Ellis in Legazpi City.</b><br />
<br />
The forum was attended by representatives of the regions many social sectors like the youth, the Lesbian, Gay, Bisexual, and Transgender (LGBT) community, the indigenous people, and the business community. The objective of the gathering was to discuss the concerns of the community with its corresponding focal person and to explain its relevance with the ASEAN.<br />
<br />
To establish the ASEAN significance early on during the forum, the ASEAN rational was discussed first by the PIA Sorsogon Information Centre Manager Benilda Recebido. In her talk, she explained the background of the ASEAN integration and globalization.<br />
<br />
“It is of great importance that we know more about the ASEAN because every member state has a lot to offer, we have a lot of resources from tourism to trade,” said ICM Recebido.<br />
<br />
As she visualized in her talk, if ASEAN was a nation, it would rank third in terms of economy in the entire Asia and ranked seventh in terms of gross domestic product (GDP) in the entire world, with an average economic growth rate of five to six percent.<br />
<br />
“ASEAN speaks with one voice. And because of what it offers to the world, it wields influence and is being listened to. It gained the world’s respect because of its achievements,” added the ICM.<br />
<br />
Recebido also revealed that the Philippines has always been highly regarded in the ASEAN and looked up to in leadership. Thus, after the recent efforts done by President Rodrigo Roa Duterte in strengthening diplomatic relations with our neighboring countries, the Philippines was awarded the chairmanship of the ASEAN and has been chosen as the this year’s host in its 50th year anniversary.<br />

According to the ICM, this year’s ASEAN theme “Partnering for Change, Engaging the World” reflects the Philippine government’s advocacy to promote unity with and among ASEAN member states and its global partners. It invites everyone to become dynamic and vibrant allies towards a prosperous future.<br />
<br />
During the multi-sectoral forum heads of relevant government offices were invited to talk and answer questions from the participants on the programs and actions taken by the government on current social concerns.<br />
<br />
First among the invited speakers was Regional Director Agnes Espinas of the National Economic and Development Authority (NEDA) of the Bicol region. In her discussion, she tackled the present issues on the socio-economic system and the country’s preparedness on the economic integration with the ASEAN.<br />
<br />
Regional Director Arnel Garcia of the Department of Social Welfare and Development (DSWD) also participated in the discussions as the authority in the field of social protection. In the forum, Director Garcia featured the many programs and accomplishments of DSWD and on how the country could be proud of it as a member of the ASEAN.<br />
<br />
The Department of Trade and Industry (DTI) also took part in the forum, as represented by DTI-Bicol’s Chito Aguilar standing in for Regional Director Jocelyn L.B. Blanco. Aguilar talked and answered queries from the participants about the means of improving business and economy, particularly in uplifting the micro, small and medium enterprises (MSME) in the region.<br />
<br />
Throughout the multi-sectoral forum, those in attendance engaged in many meaningful discussions, much to the delight of the supporters of the initiative from the local government and by PIA’s Deputy Director General Gregorio Angelo Villar.<br />
<br />
“Today highlight is on how the different programs of the government, like social protection and economy, would inter connect and converge through the efforts of our ASEAN advocacies. </style><p class="first"><b>LEGAZPI CITY (PIA) – Showing unity with the administration’s actions in promoting the country’s hosting of the 2017 Association of South East Asian Nations (ASEAN), the provincial government of Albay and the city government of Legazpi declared their full support on the ASEAN during the Philippine Information Agency’s (PIA) ASEAN events last April 20 and 21 in Legazpi City.</b><br />

Last April 20, PIA launched the 2017 ASEAN Information Kiosk at Legazpi City Domestic Airport for the purpose of raising awareness and drawing public support on the country’s hosting of the 2017 ASEAN. During the launching ceremony of the kiosk, leaders from the city government of Legazpi and provincial government of Albay were present and gave their respective message of support.<br />
<br />
For the provincial government, Governor Al Francis Bichara was represented by Dorothy Colle of the Provincial Tourism and Cultural Affairs Office (PTCAO) on the launching event. According to Colle, the provincial government of Albay, namely the Office of the Governor and the Sangguniang Panlalawigan of Albay headed by Vice-Governor Harold Imperial, expressed their appreciation and full support for the PIA’S initiatives on the ASEAN promotion.<br />
<br />
“This laudable project would surely help the Filipinos in general, and the Bicolanos in particular, appreciate the benefits of being a member of the ASEAN. Thus, this would pave the way for all the Filipinos contribute and do their best to make the chairmanship of the 2017 ASEAN a success,” said Colle.<br />
<br />
Mayor Noel Rosal of Legazpi City was also present of the kiosk launching event and gave his blessing and support on the initiative. The mayor stated that it is the city’s proud privilege to stand behind such programs as it would benefit not only the Legazpi City but the entire Bicol region.<br />
<br />
“Today, we are launching a very important endeavor for almost every sector of society. This is about the perception of our strength, and the perception of welcoming all for the common good,” said Mayor Rosal.<br />
<br />
For the mayor, the ASEAN initiatives are a welcomed opportunity for every city and municipality in the region. In Legazpi City, for instance, which was recently recognized as one of the most competitive and well-traveled city in the country, being integrated with the ASEAN would be a moving force particularly in the field of tourism.<br />
<br />
On the following day, Mayor Rosal also attended PIA’s Regional Multi-Sectoral Forum at Holtel St. Ellis in Legazpi City, where he reiterated his support for the 2017 ASEAN.<br />
<br />
“We commend the PIA, and all the present government agencies here today, for creating this forum as a platform for leveling up our action to be recognized globally. Bagayusa said that the capital assistance of ₱1.03 million for about 107 women, most of whom are Pantawid Pamilya beneficiaries, have funded veggie noodles production venture of the beneficiaries. The veggie noodles is made out of squash and malunggay.<br />

She said that the BUB will also fund “Nutri-bun ni Juan”, a school based bakery at Aroroy, West Elementary, worth ₱157,000.<br />

LEGAZPI CITY — The regional office for Bicol here of the Department of Tourism (DOT) is sending this month a mission to the United States (US) to promote the region’s potentials as a tourism, trade and investment destination.<img width="150" height="173" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgvIDp7anMtaUvCmklIEd6cD7EUPVB7Tyl_E4yrS1DXBUTQQORyaZW-g5Vv8Mvba4skCFME_vQPE6x1dzHnwu003g3oZ4vH48xJ3ZNtSyitqqbbp-TeulhZ4VNTR1pGBuJFEO3nQx4zRyo/s1600/ravanilla.jpg" style="float:right"> This will be the “14th Tourism, Trade and Investment Mission to the USA” wherein the delegates will be coming from three Bicol provinces that comprise the Albay-Masbate-Sorsogon Tourism Alliance (AlMaSorTA), the tourism road map conceptualized to achieve further development in the area, DOT Regional Director Maria Ong-Ravanilla said over the weekend.</b><br />

The alliance, formed two years ago by the Bicol Regional Tourism Council (BRTC), calls for a more integrated and comprehensive promotion strategy to market the potentials of the regional tourism industry, eyeing around six million tourist arrivals by 2016, according to Ravanilla.<br />

Vicente Homer Revil and Vice-Gov. Jo Kristine Revil of Masbate; Albay Vice-Governor Harold Imperial; and Ravanilla herself who, apart from representing her office, will also act as representative of the province of Sorsogon. On their arrival on July 8, the mission will meet with Miami-based cruise liner companies that offer Caribbean cruises in a series of benchmarking conferences on the upcoming establishment of an international cruise terminal here in support to the International Cruise Development Plan of the DOT, Ravanilla said.<br />

The cruise terminal project conceptualized by the city government under Mayor Noel Rosal was recently approved by the DOT and endorsed to the Tourism Industry and Enterprise Zone Authority (TIEZA) for funding and immediate implementation. It will be located within a vast site along the scenic Legazpi Boulevard, a four-kilometer seaside roadway along Albay Gulf now serving as a key tourism spot in the city. <br />
<br />
On July 10-12, the group will be at the Bayanihan Arts and Events Center in Tampa, Florida for the 34th Annual Convention of the Bicolano National Association of America (BNAA) where Roces, along Councilor Allan Rañola, chair of the city legislative council’s Committee on Tourism — will present the city’s tourism products and investment opportunities. “We will be there on invitation of the BNAA for us to entice our fellow Bicolanos in the US to visit and stay in the city during their vacations or homecomings for them to see for themselves and experience why Legazpi is now known in the travel industry world as the City of Fun and Adventure and officially, one of the three most livable cities in the Philippines,” Roces said.<br />

The invitation, signed by BNAA president-elect Helen Piloneo, is an offshoot of the successful hosting by the city government of the association’s 33rd Annual Convention at the Oriental Hotel and Resort here on July 19-21 last year, which was attended by over 500 representatives from the organization’s various chapters across the Continental USA. In this grand Florida gathering, Roces said, he and the members of his team will be presenting to the BNAA delegates, expected to be around 10,000 Bicolanos presently living in the US, the tourism development gains that the city has achieved over years of hard work by the city government in partnership with other industry stakeholders. “We will be there to show that indeed, the city government has specialized in eco-tourism and action tourism, providing the combinations of safety, adventure, fun and comfortable facilities that make the industry such an exciting proposition today,” Roces said.<br />
<br />
The stimulating new horizons in tourism in the city’s outskirts allow visitors to push themselves to new levels of adventure and endurance while soaking up natural marvels and dramatic cultural attractions from the natural world, he said.<br />
<br />
The city has great comparative advantage in this sector, based on several assets—guaranteed peace and order, healthful environment, hospitable communities and a base of powerful cultural attractions plus a wide range of very different, often stunning natural environments that are easily accessible and virtually undiscovered by the tourism industry. <br />
<br />
Roces said quality hotels and restaurants throughout the city mean that thrill-seekers who want to pamper themselves in-between the adventure treks and fun engagements have a wide range of facilities to choose from. Nature enthusiasts, according to him, have many options in the city: the magnificent Mayon that offers a silent drama of mountaineering; ATV (all-terrain vehicle) rides around its lava-laden rugged terrain; or burying feet at the fine black volcanic sand bordering its beaches with enticing waters that provide relaxing interludes. Besides, the sparkling lower slopes surrounding of the Mayon, the world’s most perfect coned volcano, beckon hikers who seek new adventures over unconquered terrains, he said, adding that all of these await tourists on a 24/7 engagements.<br />
<br />
Convincing the BNAA or its business-minded members to put up investments or do business in the city is another part of their mission, he added. In the same gathering, Ravanilla said, Masbate Vice-Gov. Revil will present the province as the “Home of Cowboys” that plays host to the yearly international rodeo competitions, the province’s top tourist drawer apart from its exciting eco-tourism sites. Ravanilla said she will present Sorsogon province as the “Cradle of Natural Beauty” owing to its stunning innate attractions like the whale sharks of Donsol, Bulusan Lake, Subic Beach of Matnog and hot springs at the foot of Mt. Bulusan. Imperial, assisted by board member Herbert Borja, chair of the provincial legislative board’s committee on tourism, will present the “Colors of Albay” — featuring festivals highlighted by colorful cultural merrymakings and prestigious pageants participated in by beautiful women, good-looking young men and talented gays. The awarding ceremony was witnessed by San Jose Mayor Antonio Chavez. The certificate gave these families the go signal to occupy their core units..</b> <br />

The agency released the amount of ₱6,790,000 to 97 families or ₱70,000 each. According to Ms. Helen Mendoza, the Municipal Social Welfare & Development Officer , the 97 core shelter recipients belong to seven barangays namely; Catalotoan, Sabang, Tominawog, Oslo, Salugon, Telegrapo, Bagacay and Sugoy, 34 of the recipients have their house constructed in a barangay resettlement site in Catalotoan while the rest of the core shelter units will have an on-site construction. Meaning that this will be erected in the respective lots owned by the beneficiary.<br />
<br />
Arnulfo Peñaflorida, a beneficiary shared that he consider this project as a blessing to his family. “The money we earn is just enough for our food and never in our wild dreams that we were able to have this structure that we could call a home, we will now be spared from leaving our abode during strong typhoon” he added.<br />
<br />
Core Shelter Assistance Project (CSAP) is provided to indigent families who were rendered homeless due to disaster. The core shelter is structurally strong and environment friendly units which can withstand 180-220 kph wind velocity, intensified four earthquakes, floodings and similar hazard. It is a restoration and rehabilitation strategy that uses work teams to provide laborers in the construction.<br />
<br />
The project aims to reduce the number of homeless families every year by providing a structurally strong shelter and at the same time developing and promoting the value of self-reliance among the beneficiaries and the community.<br />
<br />

“With this development, BAM-BFM, as one group, supports the move for a Federal Form of government for the country. Aside from having a brighter prospect for peace in Mindanao, this Federal System of governance will be greatly advantageous for the Regions; it can be in terms of retaining local resources to benefit first the local residents as against the present Presidential System in which Manila decides for the Regions as to who should be on top priority. LEGAZPI CITY — The Provincial Government of Albay has gone full blast in enlarging the coverage of organic farming in the province.</b> <br />

Gov. Joey Sarte Salceda said this is in line with the implementation of Republic Act. No. 10068 or the Organic<img width="150" height="185" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhTubJ6-GZUkDw8Tr9JhKX01Uk0bRy9qfhOn-2uNlXRP4pPCz9hW5Utk-8WL5YsIJ5QoZBMoELkoJDcmG859hymKfN25K6tM7QfPggqrcTvD8g-LVlzY5E05J-ITTzFpJdKr9GVxhGXyoE/s1600/salceda.jpg" style="float:right"> Agriculture Act of 2010, which asks local government units to have organic farming. Based on the Act, five percent of the total agricultural land of every province, town, or city should have gone organic by 2016.<br />
<br />
In Albay, the implementation of the RA10068 was strengthened by Provincial Ordinance No. 001-2013 passed on Sept. 6, 2013 by the Sangguniang Panlalawigan of Albay headed by Vice Governor Harold Imperial. The ordinance was authored by Board Member Ramon Alsua, a known agriculturist and agricultural landowner.<br />
<br />
Eleanor Daep, senior provincial agriculturist and contact person of the Provincial Organic Agriculture, said the province has a total agricultural land area of 145,503.35 hectares (ha). Of these, 20,675 ha are irrigated; 5,478 ha are rainfed; 108 ha are upland; 99,976 ha, coconut land; 8,334 ha, corn; 4,624 ha, abaca; 1,167 ha, pili; and 5,141.35 ha for high-value commercial crops including vegetables, root crops and bananas.<br />
<br />
Daep said the five-percent requirement for conversion into organic farm aims to protect the state of health of the entire community and the environment as well as the interest of the farmers. She said every LGU has a Local Technical Committee for the program, which is headed by the chief executive with members from the departments of Science and Technology, Environment and Natural Resources, Education and Health and farmers' organization.<br />
<br />
The committee's main function is to study the appropriate programs in an area and endorse necessary actions to enhance the organic farming program. Among these are a series of training sessions on the manufacture of organic fertilizer, pesticide and other farm inputs.<br />
<br />

</style><p class="first"><b>IRIGA CITY — Climate change has shifted most of the conventional norms practiced by businessmen to an ecologically-conscious response to the green value chain practice being pushed by the national government.</b> <br />

Aggressively responding to this call is the Department of Trade and Industry (DTI) Regional Office in close coordination with its Provincial Office here in Camarines Sur. <br />
<br />
Under the stewardship of DTI Camarines Sur provincial director Edna Tejada, a series of green value chain seminar had already been conducted in Naga City with the food sector and now, in Iriga City with the tourism sector to enlighten business owners and entrepreneurs on how to integrate environment-friendly practices in their respective businesses.<br />
<br />
“We are looking into this endeavor as a way of making our businesses more competitive without sacrificing Mother Nature. We are enjoining the production sector to push for an environment-smart practice in the implementation of their respective endeavors. We have gathered here all tourism stakeholders because we believe that they too know the importance of cleaner energy in the promotion of their business,” Tejada added.<br />
<br />
Dubbed “Greening the Value Chain of the Tourism Sector through the promotion of Green Economic Development (PROGED), DTI has partnered with the International German Cooperation (GIZ) and gathered the tourism stakeholders at the Iriga Plaza Convention here for a two-day value-chain workshop starting June 23-24.<br />
<br />
DTI Camarines Sur Public Information Officer Jay Ablan said that they have invited owners of restaurants and food chains, spa, resorts and souvenir items store, including other government agencies, students and representatives from the academe to update them that there are a hundred different ways to manage their business using measures that are not detrimental to the environment.<br />
<br />
“We want to emphasize that green measures raises more our businesses’ competitiveness by doing simple acts of green measures like getting their raw materials within their community instead of hauling it from far places which increases emissions due to additional transportation. They can also use LED lights instead of the conventional bulbs to save energy.”<br />
<br />
Ablan added that the green practice also raises the profitability of these businesses since they also save the energy by employing environment-friendly measures. The project, he said, aims to enhance the effectiveness of the micro, small and medium enterprises (MSMEs) through the adoption of climate-smart and environment-friendly strategies.<br />
<br />
Iriga City Mayor Ronald Felix “GangGang” Alfelor said that the LGU has already endorsed the accreditation of various tourism establishments in their municipality in support of this endeavor. He also enjoins everyone to start using LED lights as part of their green practice. <b>NAGA CITY(June 29) — Sen. Paolo Benigno “Bam” Aquino, during his visit here gracing the Negosyo Forum Thursday last week, has challenged entrepreneurs to help move the country forward by realizing the government’s dream of empowering small and medium scale businesses in the country.</b> <br />
<br />
Aquino keynoted the froum sponsored by the Metro Naga Chamber of Commerce and Industry (MNCCI). <br />
<br />
The young solon lauded the presence of cooperatives, business owners and private corporations during the event saying that their presence is a testimony of their interest to pursue business and be a productive part of the society.<br />
<br />
“Our local managers and small economic players are one of the prime movers of our economy. They are the potent forces behind the flourishing economic prominence that our country is experiencing now. If there is one fulfilling law that was enacted, it will be the Negosyo Act which is now reaping its bountiful fruits.”<br />
<br />
Aquino was the man behind the signing of Republic Act (RA) No. 10644 into law. Dubbed “Go Negosyo” Act, this piece of legislature endeavors to strengthen micro, small, and medium enterprises (MSMEs) basically to create and generate more jobs and employ more workforce in the country.<br />
<br />
As envisioned, there will be more Negosyo Centers nationwide in the upcoming years in addition to those already established in the country, through the help of the Department of Trade and Industry (DTI) offices nationwide, private business corporations and local government units.<br />
<br />
City Mayor John Bongat pointed out that the establishment of Negosyo Centers in various parts of the country has filled the gap where the existing institutions cannot address. <br />
<br />
“Naga, consistent with its declaration as a business-friendly city, understands every need of our local entrepreneurs, that’s why we see to it that their concerns are being addressed by the local government. We are happy that we have partners like the MNCCI that links us to proper channels so we can start and roll businesses here in the city,” Bongat stated.<br />
<br />
MNCCI President Gilbert N. Albero also cited that MSMEs are the key growth drivers of the country, adding that their strong presence in the community will largely contribute in nation building.<br />
<br />
“Collaboration is the new competition. MNCCI believes that the secret lies in moving forward as one team towards one direction. Let us compliment, rather than compete. The collective impact that we can create can propel our country towards financial independence.”<br />
<br />
MSMEs role is to strengthen low income earners and support aspiring entrepreneurs. LEGAZPI CITY — Albay Gov. Called the PNR Modernization Program, the ₱177-billion project will cover the rehabilitation of the 653-kilometer railway from Tutuban to Legazpi, then Sorsogon.<br />

Salceda said he has been pushing for the PNR southbound rehabilitation that would give life again to the once Bicol pride but now idle Bicol Express route and that the Department of Transportation and Communication is ready to auction off the PNR railway project to interested bidders.<br />
<br />
He said Ayala is eyeing partnership with Metro Pacific, adding he has also personally discussed the matter with SMC president Ramon S. Ang.<br />
<br />
As chairman of the Regional Development Council, Salceda lamented that since Typhoon "Reming" struck in November 2006, the PNR south-bound travel to Legazpi City has yet to be realized due to damages in railroad tracks, surfacing from time to time, especially in the Quezon area, every time a typhoon occurs.<br />
<br />
Certain Bicolano leaders, however, are contemplating on blocking the DOTC's plan to conduct the bidding process of the multibillion-peso PNR modernization project, describing it as a wasteful spending. <br />
<br />
Known civic leader Melvin SJ Del Puerto of Naga City told senators during the recent Senate hearing conducted by the sub-committee D of the Senate committee on public services chaired by Senator JV Ejercito that the much-vaunted PNR modernization plan is only a waste of money, if not changed.<br />
<br />
Del Puerto raised serious concern during Ejercito’s committee hearing that the PNR mega project will not bring significant long-term benefits, considering that the huge amount will not be used for modernization or acquisition of more modern high speed trains, which run on a Standard Gauge Railways (SGR), but only for repair and refurbishing of outdated and slow-moving trains, saying the latter are the only ones allowed to run on a SGR.<br />
<br />
Invited by the Senate as a resource person, Del Puerto emphasized that the modernization must have the purpose of providing shorter travel time and durable, reliable train units. PNR travel time from Manila to Naga City entails a minimum of 12 hours, and 15 to 17 hours to Legazpi, he told the Senate.<br />
<br />
Del Puerto explained that should the modernization shift to the SGR with modern and faster trains, travel time could be reduced by 50 percent, which he said should be the purpose of modernization.<br />
<br />
According to Del Puerto, present trains are running under the narrow gauge, only four units are deemed repairable for its long-haul service and will eat up so much funds for its periodic maintenance and repair, virtually considering them unfit and unreliable for the 653-kilometer Manila-Bicol run.<br />
<br />
The Bicolano civic leader appealed to the DOTC and the National Economic Development Authority to hold in abeyance the bidding process for the ₱177-billion modernization plan until his recommendations to consider the modern technology are included in the program.<br />
<br />
Del Puerto lamented that of the ₱177 billion, the Tutuban – Legazpi – Sorsogon route will get only around 30 percent which is ₱52 billion; while the Tutuban – Calamba route, which will be elevated like the LRT and MRT, gets the biggest slice which is ₱125 billion.<br style="clear: both;" /> <!-- Included to force the container to wrap the columns --></div></div><div align=center><script type="text/javascript"><!--

LIGAO CITY — The celebration of the World Oceans Day has given birth to a broad coalition of stakeholders that vowed to work for the conservation of the rich Albay west coast marine ecosystem.</b><br />
<br />
Energetically led by City Mayor Patricia Gonzalez-Alsua, the union involves, among others, the city government, municipality of Pioduran, offi ce of Albay third congressional district Rep. Fernando Gonzalez, Philippine National Police (PNP) regional unit for Bicol, the Philippine Army (PA) local command, Greenpeace and barangay communities.<br />
<br />
Also part of it are the regional offi ces of the Bureau of Fisheries and Aquatic Resources (BFAR) and Department of Environment and Natural Resources (DENR) based in Pili, Camarines Sur and Legazpi City, respectively.<br />
<br />
“We also expect the municipalities of Libon and Oas that, apart from this city and Pioduran town, also cover some barangays along the west coast to join us later in this united front that aims not only to put an end to illegal fishing and another abusive use of our marine resources but also to further revitalize the local coastal environment,” Alsua on Tuesday said.<br />

The formation of the coalition, a brainchild of Gonzalez, was formalized during last Saturday’s gathering in Barangay Cabarian here which served as a pre-World Oceans Day celebration activity where heads and representatives of the agencies and local government units (LGUs) involved expressed their commitments to its cause.<br />

World Oceans Day, an occasion designated by the United Nations General Assembly every 8th of June each year, is “a way to celebrate our personal connection to the sea, as well as to raise awareness about the crucial role the ocean plays in our lives and the important ways people can help protect it,” Greenpeace Southeast Asia Ocean Campaigner Vince Cinches said.<br />
<br />
Greenpeace -- an independent global campaigning organization that, among other environmental activism, challenges wasteful and destructive fishing activities and creating a global network of marine reserves -- spearheaded the local celebration themed this year -- “Healthy Oceans, Healthy Planet”.<br />
<br />
“It is unfortunate, however, that as we celebrate today, human pressures, including over-exploitation, illegal, unreported and unregulated fishing, as well as unsustainable aquaculture practices, marine pollution, habitat destruction, climate change and ocean acidification are taking a significant toll on the world’s oceans and seas,” Cinches said.<br />
<br />
Nonetheless, he said, the celebration is, among others, to remind everyone that the ocean remains the lungs of the Earth -- providing most of the oxygen that everyone breathes, and to inform the public on the impact of human actions on it.<br />
<br />
“We also celebrate to mobilize and unite the entire population represented by all sectors involved in this new coalition on projects for the sustainable management of the ocean with its local marine ecology that is major source of food and medicines and a critical part of the biosphere,” he said.<br />
<br />
And since Albay west coast is along Burias Pass, the primary concern of the coalition is this huge fishing ground covering the municipal waters that separate Masbate province’s Burias Island from the Bicol mainland.<br />
<br />
Alsua said that on the part of the city -- whose municipal water is approximately 126 square kilometers in expanse with a coastline length of about 8.4 kilometers covering barangays Cabarian, Catburawan and Maonon – a marine ecology enhancement program reinforced with a “we-mean-business” anti-illegal fishing campaign is entrenched.<br />
<br />
The program, started in 2006, has established fish and marine reserves with an aggregate total area of 135 hectares off the coastlines of the three barangays and an aquasilviculture project along with a 62-hectare mangrove forest that now boasts of nearly 500,000 healthy growing trees.<br />
<br />
It has also put in place a coral reef rehabilitation and seagrass protection program that now provides for coral regeneration and protection to fish biodiversity, resulting in increased fish catch for local fishermen.<br />
<br />
“Because of these projects, our fi shing ground has been rejuvenated following years of disturbing deterioration caused by both natural and man-made destruction,” Caburawan barangay chair Melquiades Bellen Jr. said.<br />
<br />
Apart from that, the fishing ground is also being kept under tight watch by the Ligao City Anti-Illegal Fishing Task Force, a composite team of enforcers from the PNP, PA, BFAR, DENR and the local government.<br />
<br />
The task force, according to Alsua, has its station along the shoreline of Barangay Cabarian that is manned 24/7 and ready to respond against any form of illegal activity in its covered area—the entire Burias Pass.<br />
<br />
PNP-Bicol regional director Chief Supt. Victor Deona motored some 50-kilometers all the way from the regional police headquarters at Camp Gen. Simeon Ola in Legazpi City to Barangay Cabarian for the Saturday occasion to personally deliver his commitment to the unified actions.<br />
<br />
He hailed the city government for spearheading an anti-illegal fi shing campaign even as he lamented facts that some local government heads in the region are either coddlers or themselves owners of fishing vessels illegally operating in local waters.<br />
<br />
“This time, I assure you that there will no longer be untouchables in our campaign against illegal fishers in the region. That’s how serious we are in the PNP and we need more LGUs to follow the example of Ligao City for more concerted efforts,” Deona said.<br />
<br />
DENR’s Protected Areas and Wildlife and Coastal Zone Management Service (PAWCZMS) regional technical director Al Orolfo said his offi ce is recommending to the national government the declaration of Burias Pass and its adjoining waters of Ticao Pass as a marine protected area to preserve its great marine diversity.<br />
<br />
Both waters are home to whale sharks, manta rays, dugong and various species of sea turtles, exotic coral reefs and lately discovered to be a habitat of the globally rare megamouth shark (Mega-chasma pelagios), according to Orolfo.<br />
<br />

Emmy Lou Delfin, ICT industry development program manager, said the Department of Science and Technology-Information Communications Technolgy Office (DOST-ICTO) is grooming other cities, or the “next wave cities” to become part of Tholons Top 100 Outsourcing Destinations. Tholons is a consultancy firm that prepares an annual list that ranks the best cities for outsourcing worldwide.<br />
<br />
The next wave cities identified by DOST-ICTO have excluded Metro Manila, Cebu, Bacolod, and Clark in Pampanga, since these are the country’s “centers of excellence” (COEs), having developed a mature ICT-BPM industry.<br />
<br />
“Hopefully by the end of the year, we will announce the top 10 next wave cities,” Delfin said. She added that the top 10 cities will be promoted by the government abroad.<br />
<br />
The next wave cities will be selected by the DOST-ICTO and the Information Technology and Business Process Association of the Philippines (IBPAP) based on availability of talent, relevant infrastructure, connectivity through fiber optics of telecommunications networks, accessibility, cost of related factor inputs, and the business environment, including vulnerability to natural disturbances and issues related to security and safety.<br />
<br />
Aside from Metro Naga, the other places identified in 2014 as the country’s next wave cities include Baguio City, Davao City, Dumaguete City, Iloilo City, Lipa City, Metro Bulacan (Baliuag, Calumpit, Malolos City, Marilao, and Meycauayan City), Metro Cavite (Bacoor City, Dasmariñas City, and Imus City), Metro Laguna (Calamba City, Los Baños, and Sta. House Bill 5717 authored by Rep. Rolando G. Andaya Jr. (1st District, Camarines Sur) mandates that an indigent job applicant shall be given a 20-percent discount in processing clearances from the National Bureau of Investigation (NBI), Philippine National Police (PNP) and the barangay.<br />
<br />
The job applicant shall also be charged 20-percent less in processing medical certificate from the Department of Health (DOH), Certificates of Marriage and or Birth from the National Statistics Office (NSO) or the Local Civil Registry (LCR) and Certificate of Birth of the indigent applicant’s one (1) dependent.<br />
<br />
Covered by the bill are job applicants who are seeking gainful employment and have no visible means of income or whose income is insufficient for the subsistence of their families. They shall be identified and certified as indigent job applicants by the Department of Social Welfare and Development (DSWD) based on the criteria set under the National Household Targeting System for Poverty Reduction (NHTS-PR). Andaya pushed for the immediate approval of the bill to be known as the Indigents Pre-Employment Privilege Act of 2015 saying it is the State’s obligation to empower its citizens in fighting poverty.<br />
<br />
“The sad truth is that we lack employment opportunities. And even when prospects for employment are present, most Filipinos cannot afford to pay for fees necessary to procure documentary requirements for their job application,” Andaya lamented.<br />
<br />
Andaya said the least the government can do to lessen the financial burden of indigent Filipino job applicants is to grant them discounts in acquiring pre-employment documents.<br />
<br />
“Reducing the processing fee of these documents encourages them to look for jobs in order to become productive members of society,” Andaya said.<br />
<br />
The bill creates the Inter-Agency Coordinating and Monitoring Committee to ensure that the discounts are being implemented. It shall be composed of the DSWD secretary as the chairperson; National Anti-Poverty Commission (NAPC) chairman as vice chairperson; secretaries of the DOH, Department of Interior and Local Government (DILG) and Department of Justice (DOJ) and NSO administrator as members.<br />
<br />
The bill penalizes any person, government entity, agency or hospital who refuses or fails to provide the discount with imprisonment of not less than six months but not more than one year or a fine of not less than P10,000 but not more than P50,000 or both.<br />
<br />
On the other hand, any job applicant who misinterprets his or her status or falsifies his or her document just to avail of the discount shall be punished with imprisonment of not less than six months but not more than one year or a fine of not less than P5,000 but not more than P10,000 or both.<br style="clear: both;" /> <!-- Included to force the container to wrap the columns --></div></div><div align=center><script type="text/javascript"><!--

LEGAZPI CITY — The Community Life Competence Process (CLCP) is now part of the daily existence of some fishing communities in Bicol. The WFC, which is based at the University of the Philippines-Los Baños (UPLB) is an international non-government organization whose mission is to reduce poverty and hunger by improving fisheries and aquaculture through research on policy and management changes necessary to improve resilience and productivity.<br />
<br />
Its research focuses on small-scale fisheries in national and regional development policies; integrating assessment and advisory systems for management of the sector; improving management and governance; and building institutional capacity for adaptive learning among small-scale fishers.<br />
<br />
In the CLCP training that lasted for two days held at the DOST regional office at Barangay Rawis here, Briñas said the participants, who included technical personnel who would later be fielded as trainers, were made to understand the concepts, steps and tools in relation to DOST’s on-going Community Empowerment through Science and Technology (CEST) program.<br />
<br />
Briñas defines the CLCP as a process that facilitates community action towards addressing a specific issue or concern while recognizing every community for its ownership of issues and relevant local actions.<br />
<br />
The CEST, on the other hand, involves convergence initiatives with other government agencies and covers specific concerns like health, water and nutrition, basic education and literacy, livelihood/economic development and disaster risk reduction/climate change adaptation.<br />
<br />
In Bicol, the municipalities of Aroroy, Masbate serves as the pilot beneficiary and model community while Gubat, Sorsogon; San Lorenzo Ruiz, Camarines Norte; Claveria and Balud, Masbate; and Viga, Catanduanes are the identified priority areas for CEST interventions, Briñas said. These interventions, he said, are being initiated by the DOST in line with the national agenda of development enunciated in President Aquino’s Social Contract with the Filipino People.<br />
<br />
“In taking up the challenge for community empowerment, we put more in the frontline of fighting poverty the empowering of the marginalized segments of society and to this challenge, the DOST in partnership with other government agencies and working sectors contribute science and technology (S&T) interventions to help bear against the barriers erected by poverty and deprivation,” he said.<br />
<br />
Five development challenge areas that lend themselves well to S&T responses show the extent of interventions that DOST introduces in target communities and the desired results contribute to achieving the Millennium Development Goals (MDGs) being pursued by the country relative to poverty reduction and people empowerment, the DOST regional chief explained.<br />
<br />
In Aroroy, Masbate, DOST’s assistance was realized with the strong support of the community and the LGU led by Mayor Enrico Capinig. Villanueva has been in Bicol recently to visit various TESDA projects and attend the graduation of TESDA scholars in various technical and vocational skills training like single unit plumbing installation and repair maintenance work, dressmaking, maintenance and repair of electronically-controlled domestic appliances, manicure and pedicure services, ignition system servicing, and small engine servicing.<br />
<br />
Villanueva said in an interview that the TESDA has played an important role in developing the skills of Filipino workers to make them globally competitive.<br />
<br />
"In TESDA, the career path of young Filipino worker is assured as TESDA is the college of work because those who graduate from TESDA are assured of work," he said. The TESDA official also said that it is not bad to enroll in formal college education but, adding that in TESDA, one is given a choice of whether to pursue college education or technical vocational courses.<br />
<br />
Villanueva said his office has been partnering with industry players to upgrade the courses the TESDA offers. He said much in demand are courses related to tourism like in Albay province under Governor Joey Sarte Salceda where the tourism industry is progressive. Also in demand are courses in automotive servicing, electronics, dressmaking and beauty care.<br />
<br />
The TESDA, he said, has partnered with more than 500 companies in the country under the public-private partnership scheme. Villanueva said the TESDA has 4,500 technical and vocational schools in the country. <b>Legazpi City — Residents of Presentacion town, a rural municipality in the Partido Area of the province of Camarines Sur, expressed delight after learning that the livelihood program of the Department of Labor and Employment (DOLE) Bicol is “accessible” and “easy to avail”.</b> <br />
<br />
This was after the conduct of the three-day Information and Services Caravan spearheaded by the Regional Development Council-Regional Information and Advocacy Committee (RDC-RIAC) last May 27-29, in which DOLE, with its 11-attached agencies, is an active member.<br />
<br />
“It is noteworthy that the residents have acknowledged our presence and are very much willing to avail our services”, DOLE Bicol Regional Director and Regional Coordinating Committee (DOLE RCC)Chairman Nathaniel V. Lacambra said.<br />
<br />
In said caravan, the DOLE team was composed of the Overseas Workers Welfare Administration (OWWA), Technical Skills Development Authority (TESDA) and the DOLE proper. OWWA carried out its Overseas Filipino Worker (OFW) services while TESDA distributed tools for its Kasanayan Program. DOLE on the other hand, bannered its employment and livelihood programs and coached 187 residents from 6 barangays, on how to access these programs.<br />
<br />
“We are happy that such government program exists and within our reach (Naoogma po kami na may arog kaan na programa ang gobyerno ang DOLE na madali ming aprobetsaran)”, one of the residents said.<br />
<br />
The DOLE Caravan Team reported that in its conduct of 15-batches of livelihood orientation, residents voiced out that there would be no need to obtain capital from loan sharks with interest rates ranging from 8 percent to 10 percent per month.<br />
<br />
“Dae na po kame kaipuhan mangutang sa 5-6 (With this, we don’t need the loan sharks for capital)”, a resident refusing to be named said.<br />
<br />
The livelihood program including the ₱.5M Bottom up Budgeting (BuB)Fund allotted to LGU Presentacion, the DOLE Caravan Team explained, is free and can be availed of by any qualified beneficiary. However, interested applicants must submit all the documentary requirements including a simple business plan. Due to the distance of LGU Presentacion, the forms needed for said livelihood program were forwarded to the Public Employment Services Office (PESO) and was distributed last 5 June 2015 on a first come first served basis to the 187 residents who attended the orientation.<br />
<br />
“I’ve instructed the team that their orientation should not only focus on how to avail of the livelihood program and start a business. We must also be assured that the business undertaking of our beneficiaries will be sustainable,” DOLE Bicol Assistant Regional Director Atty. Ma. Karina Perida Trayvilla said.<br />
<br />

Where can you find a place as festive and as grandeur in paying their homage to the ridiculously sweet, if not the sweetest pineapple in the world? Where else but in Daet, the capital town of the northernmost province of the Bicol Peninsula, Camarines Norte.</b><a target=”_blank” href="http://daet.com.ph"><img width="370" height="230" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEisCzUYv1bY4D0Hv7gLuXoh-R7TO1M40Vbz8MG035npaCzB9i5lBMqXURF4D8azamxM9rg50LSM7ZpWqdgOUxteQuOGXecIU0sul1CzejpRvKW_KMkMWUFq2zTH5Rrw4ZbzyvB772USVO8/s1600/pinyasan.jpg" style="float:right"></a> <br />

Locals and visitors swear that Daet’s Queen Formosa pineapple, although relatively smaller than other varieties, have a very tangy sweet taste and crisp texture, and best eaten fresh straight from the market. Historically, the Spaniards brought the pineapple, from its origin in central South America, to the Philippines in the mid-sixteenth century.<br />
<br />
Presently, Camarines Norte is the fourth largest pineapple-producing province in the country, with 2,400 hectares devoted to the cultivation of pineapples.<br />
<br />
It was in 1993 when then youthful town councilor Tito Sarion (now Daet’s incumbent mayor) saw the potential of staging “Pinyasan Festival” or Pineapple Festival, to promote the prime agricultural product of the province. He revealed before the Pinyasan, “the Peñafrancia Festival is the only established and popular festival in the Bicol Region but it is a religious festival so I thought of starting a celebration that will showcase the agricultural produce of Daet.”<br />
<br />
“We decided to make it a vehicle, this product that is distinctive to Camarines Norte,” Sarion added, who plant pineapple himself and has heard many favorable comments about the sweetness of locally grown pineapples from the tourists who visited Daet. The festival would later harness the creativity of Daeteños in sustaining the popularity of the pineapple and fortified industries related to it. <br />
<br />
There is now a Pineapple Island Resort-Hotel in Calasgasan, Daet, a pineapple processing plant at Basud, a locality near Daet, owned by a Chinese firm Sonzu. The local Technology and Livelihood Development Center (TLDC) under the LGU of Daet have created new fi ber products and the popular “pili-pinya pie,” Daet’s contribution to the “one town, one product” OTOP program of the Department of Trade and Industry. The center also held cooking competitions during the festival that created food recipes that include pineapple as ingredient. “We have a saying that the food in Daet will make you lose your diet,” Sarion quipped.<br />
<br />
The Pinyasan, like most festivals, is a way of also promoting the rich culture of Daet and its people. For example, the fi rst-ever monument honoring Dr. Jose Rizal was erected by the people of Daet in December 30, 1898, barely two years after his martyrdom in Luneta. Daeteños also takes pride of having built the country’s fi rst museum dedicated to the fi rst National Artist Fernando Amorsolo. The Maestro, as he was fondly called, stayed in Daet during his childhood where he drew inspirations on the idyllic sceneries of the town that become the hallmark of his masterpieces. To pay homage to the great painter, the old municipal hall was converted into a heritage center that housed some of the works and articles written about Amorsolo.<br />
<br />
Not to overlook is the famed Bagasbas Beach, Daet’s main attraction and is the most favorite beach in Camarines Norte Province. With its wide and long 2km stretching fi ne grey sand and promenade that spans the best part of it, Bagasbas is one of the top surfing spots in the Philippines. The beach is a safe place for both novice and experienced surfers alike.<br />
<br />
The “Pinyasan” as the Daetenos call it has now evolved as one of the most colorful parades in the Philippines. The main part of the celebration lies with the parade of lavishly decorated fl oats and street dancers clad in colorful costumes executing unique and well-choreographed dance movements in street-theatrical presentations. It also features agro-industrial fair, beauty tilts, historical-cultural presentations and different sports events.<br />
<br />
The Festival, now on its 22nd year of staging, is a 10-day festivity, which coincides with the town’s foundation anniversary and culminates in the religious activities in honor of St. John the Baptist, the patron saint of Daet, whose feast day is celebrated on June 24.<br />
<br />

The scholarship vouchers carry with it a package of fresh opportunities, a once in a lifetime chance to choose which career path to pursue and a gateway to a better future. This is by earning a technical vocational education and training (TVET) certificate and a great chance to land a job after finishing a particular course accredited by TESDA.<br />
<br />
TESDA Director General Secretary Joel J. Villanueva personally distributed the scholarship vouchers to tech-voc school representatives during the simple awarding rites, held Wednesday at The Tent , Avenue Square, here. Thousands of scholars witnessed the event, together with members of the local media, TESDA Provincial Directors and other stakeholders.<br />
<br />
TESDA Scholarship voucher recipients include Worldtech Resources Foundation Institute, Inc. and University of Saint Anthony both in Iriga City; PTC Libmanan, RTC Pili, Ryden International Training Institute, SPJ Institute of Technology and Training Center, located in Naga, Pili and Tinambac respectively. AMA Computer Colleges in Iriga, CamSur Intl. School, Inc., CAMO College, Inc., and CASIFMAS Pasacao and Ragay Campus.<br />
<br />
Other techvoc schools who received the grant include Naga International Training Center, Oliveros College, Inc.; Phil. Computer College and Business Administration, Inc., Philippine Computer Foundation College, Inc., Fatima School of Science and Technology, Inc., Global Site for IT Studies , Inc. located in Naga, Iriga and Goa; I-Connect Global Institute Inc., IT Institute of Asia and America and Computer Communication Devt., Inc. Naga.<br />
<br />
Villanueva, in his speech, chose to define TESDA as an agency that transforms lives by giving a person an opportunity to grow and be socially attuned and economically productive. He shared numerous inspirational stories that served as living testimonies of what TESDA education has done to change the lives of the people who dared to choose the path less taken.<br />
<br />
“We want to dispel the wrong notion that only a 4-degree college course can bring you to the fulfillment of your dream. Proofs of these are a lot of inspiring stories that came from a simple dream. These people lived their dream by choosing TESDA and eventually came with a power to change their lives. I hope that our scholars present here today will also have the same inspiration.”<br />
<br />
Villanueva also shared the significance of International Organization for Standardization or ISO Certification to an agency like TESDA who got the seal of excellence in technical-vocational education and training. TESDA was recently bestowed with a nationwide ISO 9001:2008 certification. </style><p class="first"><b>NAGA CITY — The regional office of the Bureau of Local Government Finance (BLGF) in Legazpi City commended the Naga City Treasurer’s Office and the Naga City Assessor’s Office for their exemplary performance in revenue generation and collection.</b><br />
<br />
City Mayor John G. Bongat, on the other hand, was lauded for being the key person in the city’s aggressive tax campaign that resulted to improved delivery of basic services.<br />
<br />
Last year, the city mayor was also cited by the Bureau of Internal Revenue (BIR) for his leading role in supporting the agency’s tax collection drive within his area of jurisdiction.<br />
<br />
BLGF OIC-Regional Director Florencio Dino III this week handed the mayor a certificate of recognition “for registering the largest contribution to the total local revenue collection of all cities in the Bicol Region” for 2014. The city was able to collect in business and real property taxes the total amount of P555.76M which represents 43.98%, or nearly half of the total P1.26B collection of Bicol cities. This means that the remainder of 56.02% were shared by total collection of the 6 other cities.<br />
<br />
It was noted that Naga City’s collection was even higher than Albay’s collection of P490.78M for the same period. Albay is region’s top performing revenue collector among the provinces. The amount represents 25.92% of the P1.89B accumulated collections of the 6 Bicol provinces.<br />
<br />
Meanwhile, the BLGF also cited City Treasurer Gregoria Nilda B. Abonal “for her continuing efforts on local revenue generation, thereby enabling the city of Naga to register such a feat.”<br />
<br />
In an interview, Abonal thanked the city’s taxpayers for paying their taxes promptly and correctly. She added that she is not resting on her laurels as her office will be pushing for more serious information dissemination on tax collection campaign by November, this year, in close coordination with the City Events, Protocol and Public Information Office (CEP- PIO).<br />
<br />
Her office was also commended for being rated ‘very good’ in the LGU Fiscal Sustainability Scorecard. The office’s performance on this field was evaluated by the Department of Finance (DOF).<br />
<br />
The scoreboard is a summation of scores from the Key Result Areas of Revenue Generation Capacity, Local Revenue Growth and Expenditure Management, largely based on the timely and accurate submission of the electronic Statement of Receipts and Expenditures (eSRE) being monitored, reviewed and approved by the BLGF.<br />
<br />
City Assessor Ramon R. Albeus was also given the same recognition for sharing his efforts on local revenue generation. </style><p class="first"><b>Some 4,000 units of solar-powered homes will be built in two cities in the Bicol region, the chairman of a housing company recently announced.</b><br />

Imperial Homes Corporation chair Emma Imperial said that 3,000 of these houses will rise in Iriga, and another 1,000 in Legazpi City. She made the announcement during the launch of its first 24-hour solar powered homes in Sto. Tomas, Batangas last week.<br />
<br />
The project is part of the Enfinity Imperial Solar Homes Inc., a partnership of the company and the Enfinity Philippines, a company involved in solarpowered mass housing in the country. The partnership is offering a house-and-lot package that include a 1,000-watt solution that would produce four kwh of electricity per day.<br />
<br />
This solar solution can power a refrigerator, two electric fans, television, two chargers or laptops, three LED lights, washing machine and rice cooker. <br />
<br />
“For an off-grid system of 1,000 watts solution with battery, the buyer can have an avoided cost of electricity in the amount of P1,560 per month and save an estimate of P500 per month even with their 30-year amortization,” Enfinity said in a statement.<br />
