LTFRB suspends operation versus colorum buses

At least 22 bus companies plying the Bicol-Manila route are covered by a recent Memorandum Circular issued by the Land Transportation Franchising Regulatory Board (LTFRB).


Memorandum Circular No. 2014-18, specifically extends the “Suspension of Implementation of Out-of-Line Operation of Provincial Public Utility Buses with Pending Applications for Modification of Routes.”

The LTFRB said that when it issued Circular No. 2014-010 in July 9, 2014 which provide guidelines on the conduct of what it termed the “rationalization” of the routes of provincial public utility buses, and which allowed provincial bus operators to apply for the modification of their routes; a substantial number of applicants failed to comply with the same. A number of operators also filed their opposition to the
filing of the application.

This prompted the LTFRB to issue the current circular which suspends the operations against colorum buses. In the light of the coming All Saints/Souls Day celebration, it also extended the implementation of Memorandum Circular 2014-09 which suspends the implementationof out-of-line operation as mode of “colorum” operations under the Joint Administrative Order No. 2014-01 till Novermber 30, 2014.

According to the LTFRB, the suspension covers only provincial bus operators with pending applications for modification of their routes.

The Bicol bus operatorscovered by the new LTFRB circular include Arandia Bus Line, Cagsawa Travel and Tours, Inc., Evangeline Bonaobra, Bragais Line, Renato Tantiado, Rolando Volante, Josefi na Binas, Magin and Antonina Bron, Roberto Diaz, JYQ Line Inc., F/E Twin Hearts Trans. Corp., Elavil Tours Phils. Inc., Adolfo Villamonte, CUL Transport, Felixberta Bobis, Alps Bus Inc., Bicol Isarog Transport System, Inc., Penafrancia Tours and Travel Transport Inc., Silvino and Yolanda Escobar, and Del Monte Motor Works Inc.- fpj
